From the Aquarian Shipbuilding Corp's Ships Systems Dept, a variant on the Emergency Charge Device, fitted internally to the ships systems and triggered automatically when energy gets critically low. A one-shot device, it's activation effectively destroys the unit, which then needs to be replaced.
